Pet owners from South Korea are raving about a tattoo artist named Jiran who specialize in fun and animated pet tattoos. This is despite a law stating that only doctors are allowed to do tattoos because of their invasive nature, according to <a href="http://www.boredpanda.com/cat-tattoo-illegal-outlaw-tattoo-artists-south-korea/" target="_blank" rel="noopener">Bored Panda.</a>
