GOP bill named after Mamdani would deport noncitizens tied to socialist or Islamist groups

Rep. Chip Roy (R-Texas) has introduced a bill that would deny entry to, deport or denaturalize any noncitizen affiliated with socialist, communist or Islamic fundamentalist parties, naming the legislation after New York City Mayor Zohran Mamdani.
Sweeping immigration restrictions
Introduced on April 20, the Measures Against Marxism’s Dangerous Adherents and Noxious Islamists (MAMDANI) Act would amend the Immigration and Nationality Act, the statute governing federal immigration policy. The restrictions would cover any noncitizen who belongs to, is affiliated with, or advocates for socialism, communism, Chinese communism, Marxism or Islamic fundamentalism. Advocacy is defined broadly to include distributing, printing, displaying or possessing written, electronic or printed material supporting those ideologies.
The bill designates the Muslim Brotherhood, the Islamic State, the Al-Nour Party, Hamas, Hezbollah, Hizb ut Tahrir, Boko Haram and Al-Shabaab as Islamic fundamentalist parties. It also names the Democratic Socialists of America as a designated socialist party. Determinations made under the bill would not be subject to review by any court.
An unsurprising target
The bill’s acronym makes the Mamdani connection explicit. The 34-year-old is a democratic socialist and Democratic Socialists of America member who was born in Uganda, moved to New York as a child and became a naturalized U.S. citizen in 2018. A summary document released by Roy’s office and provided to Breitbart News cites “the very presence of Zohran Mamdani and those like him who champion Marxist ideologies” as evidence of how the immigration system has enabled the entry of Marxists and Islamists.
“Why do we continue to import people who hate us?” Roy questioned. The Texas Republican, who is running for state attorney general, said the bill targets what he called the “Red-Green Alliance” of Marxist and Islamist movements. The legislation also follows his October 2025 Preserving a Sharia-Free America Act, which would bar foreign nationals who observe Sharia law from the U.S.
What this means for AAPI communities
Mamdani is the first Muslim, first South Asian and first African-born mayor of New York City. But the reach of Roy’s bill extends well beyond the mayor and the Muslim communities he has previously targeted. The Pew Research Center estimates 3.45 million Muslims lived in the U.S. as of 2017, but their 2025 Religious Landscape Study data suggests that the number has grown significantly. Roy’s legislation defines Sharia law to include any system of adjudication or contract enforcement based on Islamic religious sources, a definition broad enough to reach ordinary religious observance among Muslim American families across these communities.
Chinese American immigrants face parallel exposure under the bill. The legislation designates 10 Chinese organizations as Chinese communist parties, including the Communist Party of China, the United Front Work Department and the China Democratic League.
